Phoenix Health Systems, Inc., a nationally recognized healthcare IT outsourcing and consulting firm is currently seeking an Applications Manager to work at our client site in the Fort Worth, TX metro area.

Summary:
This position is accountable for the development and management of all computer related applications used; Assumes responsibility for planning, coordination and control of the efforts of an assigned application group in the development, maintenance, support and enhancement of application software to meet the information management needs; Coordinates the effort of the application team to support the clients of the functional areas to which he/she has been assigned. The accountabilities involve the administrative, management, project management and technical skills required of a highly sophisticated computer service oriented department.

Essential Duties and Responsibilities:

  • Provide client oriented service to our client.
  • Provide service according to the expectations of department service level agreements with client departments.
  • Manage the creation, prioritization, and assignment of project requests using the Change Control system.  Review the status of each project/change request on a regular basis and generate status reports for client review groups and requesters of projects to insure that they are aware of project statuses.
  • Manage the resources in the Application Services area to meet the project timelines and support requirements.
  • Assessment of the needs, related to staffing, programs, equipment, productivity aids and other resources for the Application Services area.  Responsible for development of annual and long-range operating plans which address those needs.
  • Recommend to management and clients, changes, enhancements or additions that will help to meet the needs of the clients.  Provide management with activity summaries by reviewing cost and benefits of enhancements, deletions, and modifications.
  • Communicate and coordinate activities with Managers to provide a cohesive management team and to ensure a seamless, effective customer focus and service delivery.
  • Assist with recruitment, selection, training and maintenance of a competent staff to perform computer equipment services activities.
  • Accept direct responsibility for delivery of projects/requests and the performance of team to meet commitments.  Communicate with any/all departments to ensure problem-free, on-time delivery of service to the client.  Be familiar with operations and business needs and how applications are used in and impact those areas.
  • Review documentation needs of hardware and software components for which the team is responsible and direct changes to existing documentation or the creation of new documentation for those components.
  • Coordinate certain aspects of a vendor system selection in conjunction with designated client representatives to arrive at a suitable choice for the desired application.
  • Provide on-call (non-business hours) support at established times in accordance with policies and procedures.
  • Protect the integrity and confidentiality of all data and information through physical and/or electronic means.

Qualifications:

  • Familiarity with technical and business operations and operational needs of client areas is required.  Ability to interact effectively with executive management and technical professionals. 
  • Excellent oral and written communications, negotiation and time management skills are necessary. 
  • Ability to work under pressure and for extended hours in order to direct management and staff to effective planning, timely completion of assigned projects and resolution of problems. 
  • Ability to establish relevant performance baselines and metrics and demonstrate improvements relative to the baseline is necessary. 
  • Must be able to work independently to identify client needs, establish priorities and develop plans to use resources to meet those priorities; able to recognize problems and take effective actions to resolve them; to report issues and problems effectively to management, explain alternatives, justify recommendations and pursue resolution.

Education and/or Experience:

  • Masters degree in Information Management or related area with 5-7 years information systems experience or Bachelor degree with 7 or more years’ experience, including a minimum of 3 years experience managing information systems projects. 
  • Minimum five years experience managing Siemens, Lawson, and Interface engines required or similar systems. 
  • Experience with Databases, SQL, VB, MSProject preferred.
