Carnegie Mellon University - eSCM-SP

In 2008 Phoenix Health Systems received Carnegie Mellon University’s prestigious eSCM-SP (e-Sourcing Capability Model for Service Providers) certification.  The certification and compliance effort was spearheaded by Phoenix’s site at Children’s Hospital of Pittsburgh (CHP) of UPMC.  Phoenix is the first outsourcing Information Services provider in the United States to have acquired eSCM Level 2 certification and Phoenix’s site at CHP is the first Healthcare Information Services provider in the world to have achieved this distinction.

The Road to eSCM-SP Certification

This white paper on the certification process gives you insight into the processes and methodologies that were developed to bring Phoenix's outsourcing services to the leading edge of the industry.

The scope of the certification includes Helpdesk, Desktop, Application, Integration, Project and Portfolio Management, Infrastructure, Network Services, and Information Security. The evaluation was conducted onsite by Anantara Solutions, an ITSqc Authorized Organization.  The implementation of the model will lead to long-term benefits by reducing operating costs, improving service quality, and increasing business efficiency and consistency. 

The eSCM-SP model was developed from November 2001 to April 2004 by Carnegie Mellon University.  The model focuses on best practices for eSourcing Services (i.e. any kind of sourcing that uses information technology to process and deliver services). The model presents IT service providers with guidelines to adopt for continuous improvement. The model is compatible with complementary quality models such as CobiT, CMMI, COPC, ISO 9001, BS15000 /ITIL and eSCM-CL (for client organizations).  eSCMs are the only models that address the entire sourcing life cycle.

Carnegie Mellon University's IT Services Qualification Center (ITSqc) is a multidisciplinary group of researchers, practitioners, and organizations that addresses the needs of IT-enabled service providers and their clients. The eSourcing Capability Model for Service Providers is a comprehensive solution for eSourcing.  It was developed specifically to address the difficulties in providing eSourcing services. eSCM-SP is a “leading practices” capability model with three purposes:

  • Give service providers guidance to assist them in improving their capability across the sourcing life cycle
  • Provide clients with an objective means of evaluating the capability of the service provider
  • Offer service providers a standard to use when differentiating themselves from competitors Much like the Capability Maturity Model (CMM) for software development, the eSCM model has levels of achievement that determine the level of standardization and institutionalization present within the service provider’s operations. PHS is currently deploying the CMU model at one of our outsourcing accounts, with plans to achieve Level II compliance across the organization in 2007.
